Sheffield Wednesday Faces Serious Challenges, States Football Regulator

'We will play a key role in football's future' - football oversight chief the new chairman

Sheffield Wednesday's persistent issues are seen as a "significant problem" and the independent regulator is aiming to acquire authority to look into club affairs in comparable cases, the newly appointed chairman the regulator has declared.

During an extensive discussion, the chairman, who was named to the position this week, voiced concern towards Wednesday's fanbase.

Kogan met with four supporter groups representing the football team this week.

The Championship side have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on several different times, including in September.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"The club represents one of the historic institutions for football in England and recently we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will permit us to bring the club and similar situations referred to us if they warrant scrutiny and addressed."

Monetary Issues and Ownership Situation

The team's struggling chairman the Thai businessman stated during the off-season he would be willing to sell up at the stadium, but he has not been able to secure a deal with potential new owners.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the English Football League (EFL) in June, stopping Wednesday from completing any recruitment activities for the subsequent signing windows, although that restriction was lifted in late summer.

Regulator's Perspective

The regulator explained: "The position was created for the Owls followers, Bury or any football club where people are committed to a community organization that has existed throughout their lifetimes in many cases.

"I completely understand the club's situation, as I do for all the clubs that over recent decades have faced collapse, or been close to going to the wall, for factors unrelated to the supporters."

Inquired if the authority might compel an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "If your question is 'would we intervene in the final instance?', the reply is once we gather the evidence and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to cooperate with proprietors.

"The final option we would consider is start getting involved with an individual club, an particular chairman, without being in a position to cooperate with that owner to try and resolve the issues that the club's facing and the proprietor's dealing with," the regulator explained.

"However, realistically, when you review the record of the game, over the recent generations there have been certain proprietors, few in number, but certain individuals who have acted carelessly in the approach they have taken toward their clubs and ultimately decline to assume obligation for the long-term prospects."

'Errors may undo substantial development'

Kogan met with officials from numerous teams to detail the scope of the oversight body this week and insisted it was a "progressive gathering" with a "high level of engagement" from the lower divisions to the top flight.

"The role holds considerable importance, because if we get it wrong, if the world of football gets it wrong, the significant advances achieved could disappear rapidly," the regulator warned.

"This represents everyone's worst fear in the realm of domestic football is a huge success story - we've got to keep it going.

"Substantial financial resources flowing into the game and has been invested for the recent generations, because there's no guarantee it will continue to come into football, which is part of the rationale behind I think we have to maintain a focused outlook on potential dangers and naturally, of the next two or three years."

Top Flight Apprehensions

Top flight officials resisted the establishment of an oversight body because of fears of a negative impact on the elite division's competitive balance, but the chairman responded: "I fully support the success and growth as an commercial operation of the elite league.

"Being fully aware of the apprehension regarding damaging the top flight as an elite competition of the nation. But at the same time, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a high level of reassurance."

Ideological Links

Kogan is still facing a "comprehensive investigation" by the Commissioner for Public Appointments after he acknowledged providing funds to the political party in 2020.

The official provided financial support for Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any type of partisan engagement."
